Wrote, designed, developed and implemented a Federal Department of Health and Human Services, $2.8 million HRSA/MCHB proposal, awarded to the National Abstinence Clearinghouse, intended to develop a national criteria for the evaluation of abstinence curricula leading to a national list, while establishing medical accuracy and cultural competence in the materials taught to teens across the United States.   Key experiences developed in this program:

  • Head of a geographically representative, national Expert Panel developing policy and criteria.
  • Developed strategic plan, conducted needs assessments and identified critical issues.
  • Prioritized key insights, developed new policies, procedure and protocols.

Governments to enhance international trade.
Achievements:   Successful completion of research projects throughout the United States and in
5 countries around the world.  Seven recent examples are:
a.  Argentina, Brazil & Mexico – Qualitative research for a global pharmaceutical.
b.  Japan – Research for U.S. Navy.
c.  Berlin and Rome – Strategic Development for a global organization.
d.  Study covering three States, for one of the top 10 banks in America.
e.  Longitudinal Study for an international, NY based, corporation.
f.  Feasibility Study for a major Mid-WestCity.
g.  Study covering two States – a major automobile manufacturer

Responsibility:  Senior Executive Officer of the 5th Iowa District Government Programs, which is one of 18 such Districts in Iowa set up by the Iowa Governor’s Office to manage Underprivileged programs in the State of Iowa.  This 5th District covered 5 NW Iowa counties with a  $3 million annual budget and provided services to a base of 100,000 people.

  • Wrote over $10 million of awarded grants.
  • Supervised 218 employees
  • Responsible for 32 National, State and County government programs
  • Wrote grant and implemented national housing program, which combined 7 government agencies’ resources into one consolidated program that was awarded Best in the Nation status by National CSA.
  • Wrote and implemented FHA/FmHA housing program which succeeded in more #504 housing approvals  in our 5 Iowa counties, than the entire nation combined
  • Wrote and implemented a Winterization Program that insulated over 9000 homes
  • Wrote and implemented an Industry Economy Plan for attracting industry in Iowa
  • Wrote and implemented a Head Start Program covering 5 counties
  • Wrote and implemented a Women Infant & Child Program, (WIC) that served 1200 low income families
  • Wrote and implemented an Elderly Program that provided assistance to 5000 elderly
  • Wrote and implemented a host of government Anti Poverty programs
  • Wrote and implemented a host of Research & Development programs for the Governor’s Office of Special Projects

Responsibility:     Development of “CharterSchool” research and development concept as alternative to Public education.  Strategic development and operation of a privately funded, K-12, 400 student, newly constructed school, serving 150 families.
Achievements:     Successful operation at  $1 million annually for 15 years, without government funding demonstrating viability of an alternate education model.  Wrote model manual for replication.  Increased membership by 51%, funding by 79%, cut cost by 50%.
