To establish, develop and maintain a Scripture-Based Reformed Community in each of the world’s 192 countries; using the internet and digital communication, to bring The Gospel into every home in the world and thus further network and propagate the Kingdom of Jesus Christ globally.
Introduction
With the dawn of the 3rd Millenium dramatic technological advances in global digital communications has opened an unprecedented window of opportunity to evangelize and bring The Gospel into the homes of all the citizens in every country of the world in real time and simultaneously.
This Internet “window of opportunity” has virtually unlimited potential of a far greater magnitude than Guttenberg’s invention of the printing press. Only a small percentage of the approximately 300 million people who live on the earth in 1450AD, mostly those in Europe, had the opportunity to take advantage of Guttenberg’s printing press. While the printing press was revolutionary and profoundly increase the spreading of the Gospel, it still remained at best a slow, expensive, restricted and piece-meal distribution system. Further, that printed word was externally distributed and thereby encountered heavy hindrances and restrictions from authorities at all levels.
The internet on the other hand, is an internally distributed medium and is a free, private, unstoppable, comprehensive, massive and instantaneous potential source of Christian information, available to 6 billion people, in 192 countries worldwide with a minimum of investment.
All the necessary elements for a US-based organization to establish a “Global”network of followers, presently exist. They can easily be broadcast to positively impact the home, the school and the church at the local, regional, national and international levels.
The global potential is truly breathtaking! Never in the history of the world has their been such an golden opportunity to evangelize so much of the world instantaneously than exists today. It is an exciting time, a blessed time; where The Gospel can be spread to every country, penetrating easily, directly and privately into homes and into individual lives.
Two key elements paramount to this endeavor are the Internet’s streaming broadband and DVD audio and video digital communications. The Internet has been exploding during the last 5 years as a global communication format that is instant, easy, free and pervasive. For example, China’s leaders have decreed the Internet available to all the 1.2 billion citizens of China. It appears that other countries all over the world are rapidly not only accepting, but also encouraging the Internet for their populations. This free access allows the 6 billion people world wide, to instantly have available all the information available to the people in the United States.
This free access allows for penetration of the Gospel into all countries in ways that we have never even thought about before, much less implemented.
Executive Summary
This plan is designed to develop the strategic planning and outline a global strategy to establish an ever-expanding Reformed community in the homes, school and churches of the citizens of all 192 of the world’s countries by use of the Internet streaming video and digital communications.
Because the emerging technology is so new and will be constantly progressing in sophistication over the next 10 years, it is wisest to maintain two levels of communication; The Internet and DVD. For this project The Internet and DVD communications are mutually supportive and any set-up costs incurred will not be wasted but will rather insure a quality, redundant, low-cost distribution method.
The Third Generation (G-3) advanced digital communication technology equipment and concepts are the underpinnings of the delivery of the messages of this project. Streaming video with MPEG-4 or greater compression using The Internet can record each session, lesson or message of church, home and school and broadcast it around the world. Thus a foundational supply of information/messages for church, home and school is instantaneously available to an individual, home, school or church. However, because a vast majority of the world’s people do not presently have Internet access, several levels of delivery must be considered;
a. Service to the global millions who already have computers and internet access. (This is a low-maintenance effort because it is only a matter of recording and installing the entire data package on either the Internet or on DVD disks.) b. Establishing communities in each country and providing them with computer(s) and Internet access. (This is a substantially more sophisticated and costly endeavor because it involves missionary personnel in the beginning along with the equipment and maintenance costs.) c. Establishing communities in each country and providing them with home, school and church material by use of DVD distribution. (The costs would be less in this endeavor because a computer and Internet service would not be necessary. The primary equipment would be a DVD player and display equipment.
The thrust of the project will be:
1. Establish core Christian communities in 192 countries.
2. To provide holistic spiritual daily instruction in church, home and school.
3. To train leaders to lead in church, home and school.
4. To enable this core community to expand and network throughout that country.
A comprehensive package of communication data must be recorded for distribution, which will include:
Church:
1. Three years of free sermons – 52 Sundays per year = 156 Sermons.
2. Three years of Catechism sermons – 52 Sundays per year = 156 Sermons.
3. Three years of adult study sessions – 52 weeks per year = 156 Sessions.
4. Seminary training materials to train ministers, elders and deacons.
School:
1. K-8 comprehensive curriculum materials.
2. 9-12 comprehensive curriculum materials.
3. College comprehensive curriculum materials.
Home:
1. Female orientated materials on motherhood and child rearing.
2. Male orientated materials on fatherhood and child rearing.
3. 365 day a year Scripture-based daily family reading materials.
4. Youth orientated religious materials
There is a wide spectrum of options that could be exercised in this proposed project ranging from the simple to the complex; the cheap to the costly. For example, free, unlimited phone conversations around the world have been reality for nearly two years, if voice delivery only was an option. The Internet delivery system of voice and video is also virtually free, if that option were chosen. The expenses grow rapidly in development of the foreign community site and the equipment installation. For discussion purposes this proposal takes the most expensive and the most costly options.
The Internet and emerging digital communications are central to this project. The rapid degree of sophistication added to digital communications daily is providing easy, free, electable access to Christian data in millions of homes around the world.
This community will serve as the model and the headquarters from which the subsequent networking, expansion and “mushrooming” of Reformed congregations holistically impact individual lives within that country.
This community supplied by Scriptural Based teachings in Home, School and Church will serve as a model and headquarters for a radiating influence throughout the country.

Methodology
The methodology for this project will progress at three levels:
1. Headquarters.
2. Supplemental staff.
3. Roving missionary teams.
The headquarters methodology will primarily consist of planning, scheduling, coordination, implementation, supervising and evaluating the unfolding program.
The supplemental staff in the school component will be digitally (DVD) video taped in an on-going classroom from an established global education curriculum for broadcast globally. The first priority will be a K-12 Bible curriculum. Other subjects in descending priority will be finished as resources allow.
The supplemental staff in the church component will be digitally (DVD) videotaped giving specific mission oriented, Scriptural messages following a Catechism and Free Sermon curriculum for broadcast globally.
The supplemental staff in the Home Component will be digitally (DVD) video taped giving specific home and business messages applicable to Scriptural family rearing.
The roving missionary teams, which can be either salaried or volunteer, will travel to specifically targeted countries to establish a community of Believers which can become the evangelical headquarters of that country. This community will access the packaged Church, Home and School curriculum systematically to provide these followers with a tested, agenda for growth, development, deepening and subsequent spreading of The Gospel throughout their country.
The methodology for this project will be to use the Internet and digital communication to substantially compress the missionary process.

A dedicated individual or group whose passion is to help further the Gospel of Jesus Christ to all the ends of the earth.
Location
The community site within each country will be by the leadings of The Lord. However, humanly speaking the ideal site should:
1. A reasonably developed area with access to broadband streaming internet capability.
2. Have reasonable DVD copying and ability to transmit DVD disks or broadband to their network of churches.
3. Have a reliable source of electricity.
4. Have potential for growth, leadership and evangelism.
5. Have a future.
Constitution/Bylaws
The Constitution and Bylaws will consist of the Council of Dordt and existing church law.
Budget
While any budget is difficult to project, this one has complexities and ambiguities that are contingent on many volatile variables.

1. Personnel category consolidates the expenses of three types:
1. Headquarters – A Director at $35,000 per year. A Secretary – 18,000
2. Supplimental – Voluntary, Honoratium or per project payment- $45,000
3. Roving Staff – Two missionary staff at $35,000 per year
2. Office category consists of office space of $500 per month which could use existing rooms.
3. Utilities at $96 per month.
4. The Equipment category is extremely difficult to forecast because the price of leading edge technology drops dramatically as competition increases as well as the amount of equipment which may already exist in that country’s site. For discussion purposes year #1 will consist of:

Quality Control
Quality control over all areas of this project will be maintained by the mission committee.
Languages
The language of the Internet is English. While some may argue that ½ of the communication on the Internet is not English, they do not comprehend that a vast amount of this data is simply communications between non-English people. The sophistication, research and information by the professional elements is in English. The Internet appears to be the tool for the reversing of the effects of The Tower of Babel. There is a real hunger among young people in foreign countries to learn the English language, because they realized this places them in a more employable position. Most global professional communications from medicine to airtraffic controllers is conducted in English. Professionals think, write and communicate to their global peers in English. However, in the event that English does not in the future become the dominate language of the world, computerized digital technology that already exists to instantly translate language will only grow more sophisticated in the near future. It is well within the realm of reality that two different languages can communicate instantaneously with each other through the use of computers.

Licenses/Permits
The license and/or permits necessary for this project are primarily going to be those necessary within the foreign country. The Internet does not require licenses and permits to broadcast, nor is it necessary for the mailing of DVD disks to other countries. In some countries such as the Arab countries it is constitutionally illegal to propagate Christianity. Diplomatic care and judicious procedures are going to have to be exercised to avoid running afoul of authorities in such countries.
Legal
The legal parameters of this project fall under the Freedom of Speech and separation of church and state provisions of the US Constitution.
Start-Up Costs
The Start-Up costs of this project will include:
1. A Server computer will not have to be large initially and over subsequent years the cost of computers and hard-drive storage is expected to drop dramatically.
2. The 4MPEG Camcorder is a one-time purchase usable for all the components of the project.
3. The DVD Recorder is a one-time purchase usable for all the components of the project.

Problems to be Encountered
Language: With over 20,000 languages spoken across the world, at first glance it appears to be an insurmountable task to bring The Word to all the ends of the earth. However, of these 20000 languages only about 2200 are primary languages. The time is short and to train our missionaries in each of the 2200 languages would be arduous, time consuming and cost prohibitive. A better method would appear to be to broadcast into all countries and develop within the local community interpreters who can translate for the masses. Thus this translator becomes a key person with in the community, able to convey central thought, theme and content to the targeted people.
Leadership: Strong, orthodox and diplomatic leadership within any community is paramount. How much more so this needs to be emphasized within the religious community.
